Students at the former National University of Rwanda (NUR) faced severe financial barriers to healthcare. Lacking adequate health coverage, many students remained seriously ill in their dormitories, were forced to interrupt their academic journeys, or tragically lost their lives due to a lack of timely medical treatment and financial means. A compassionate coalition of university doctors, lecturers, and staff stepped in to design a sustainable institutional safety net.
This vision materialized with the establishment of the Mutuelle de Santé de l'Université Nationale du Rwanda (MS/UNR). Pioneered through the direct financial contributions and solidarity of university staff, MS/UNR became one of the earliest mutual health insurance initiatives in Rwanda. Founded on the principle of shared responsibility, its primary objective was to ensure that students — as the future professionals and leaders of the nation — had guaranteed access to quality, affordable healthcare.
Following the landmark merger of Rwanda's public higher learning institutions into the unified University of Rwanda (UR), the scheme underwent a major structural transformation. Renamed the Medical Insurance Scheme of the University of Rwanda (MIS/UR), its mandate expanded from serving a single campus to managing a vast, multi-campus risk pool encompassing the entire national university network.
MIS/UR stands as an enduring symbol of community solidarity and institutional commitment. The scheme continues to be supported through staff contributions and sustainable financing mechanisms, with its core mission remaining fiercely protective of student well-being. By ensuring a safe, healthy, and supportive environment, MIS/UR empowers the next generation to pursue their studies uninterrupted.
The operations, governance, and mandate of MIS/UR are strictly anchored in national law under Law nº053/2024 of 07/06/2024 governing the University of Rwanda. Article 12(n) explicitly empowers the University of Rwanda:
"To establish and support various schemes and initiatives meant to enhance the welfare of UR staff and students, including a medical insurance scheme common to UR staff and students."
